Preps for Necrosis and Cry of Pain with Fragility, then utilizes Icy Veins and Putrid Explosion to make things kersplode in PvE.

Necromancer / Mesmer 12 + 1 + 1 Soul Reaping 12 + 1 Death Magic 3 Illusion Magic Icy Veins Factions Necromancer. Soul Reaping 14 Icy Veins Elite Hex Spell Target foe is struck for 85 cold damage. For 33 seconds, if target foe dies all nearby foes are struck for 104 cold damage. 5 1 10 Putrid Bile EotN Necromancer. Death Magic 13 Putrid Bile Hex Spell For 18 seconds, target foe suffers -3 Health degeneration. If that foe dies while under the effects of this Hex, all nearby foes take 77 damage. 12 1 10 Fragility Core Mesmer. Illusion Magic 3 Fragility Hex Spell For 10 seconds, target foe takes 8 damage each time that foe suffers or recovers from a new Condition. 5 1 5 Cry of Pain Nightfall Mesmer. Sunspear rank Cry of Pain Spell Interrupt target foe's skill. If that foe was suffering from a Mesmer Hex, that foe and all foes in the area take 25...50 damage and -3..5 Health degeneration for 10 seconds. 12 ¼ 10 Necrosis Nightfall Necromancer. Sunspear rank Necrosis Spell If target foe is suffering from a Condition or Hex, that foe suffers 40..90 damage. 2 1 5 "Finish Him!" EotN No Profession. Norn rank "Finish Him!" Shout If target foe has less than 50% Health, that foe takes 44..80 damage and suffers from Cracked Armor and a Deep Wound for 12..20 seconds. 15 10 Putrid Explosion Core Necromancer. Death Magic 13 Putrid Explosion Spell The corpse nearest your target explodes, sending out a shockwave that deals 107 damage to nearby foes. 5 1 10 Signet of Lost Souls Nightfall Necromancer. • Choose a central target in the group.
• Apply Icy Veins and Putrid Bile then cover with Fragility.
• Spam Necrosis between Cry of Pain recharges.
• Use SoLS as often as possible.
• Once corpses start appearing, use Putrid Explosion.

Fragility is cheap, spammable, quick-casting, and outside of hex removal has very little chance to end prematurely. This makes it an ideal preperation hex for a build where your target is supposed to explode every few seconds.
